Born in 1979 in Żuromin. A graduate of the Poznań University of Life Sciences with a degree in Economics, as well as Postgraduate Studies in Foreign Investments, Regional Promotion and Entrepreneurship, and Postgraduate Studies in the Administration of EU Funds at the SGH Warsaw School of Economics, and Postgraduate Studies in Public Procurement at Kozminski University. Participant in the pilot government program carried out by the Ministry of Interior and Administration in 2006, completed with the title of Certified Advisor on Ethics and Corruption Prevention in Public Administration. He has taken part in numerous training programs and projects organized, among others, by the Public Procurement Office, the National School of Public Administration, the Office of the Committee for European Integration, and the European Institute of Public Administration. Holder of a security clearance issued by the Internal Security Agency granting access to classified information.

In 2004, he began his career in public administration, serving, among others, as Head of the Public Procurement Department at the Ministry of Agriculture and Rural Development (2006–2010). In 2010, he was transferred to the Chancellery of the President of the Republic of Poland, where he successively held the positions of Deputy Director of the Administrative Office (2011), Director of the Administrative Office (2012), and Director of the Administrative and Financial Office (2015). He then worked as an expert at the Department of Procurement Coordination and Implementation at the National Bank of Poland (2015–2016). Since 2016, he has been Chancellor of the Academy of Fine Arts in Warsaw. He served as project manager for Academy Open – reconstruction and renovation of the Czapski Palace of the Academy of Fine Arts in Warsaw for cultural and artistic education purposes (2017–2021), distinguished by the Ministry of Culture and National Heritage with the title of Ambassador of the Infrastructure and Environment Program 2014–2020 – the largest EU program supporting cultural heritage projects. He also serves as an expert for the Ministry of Culture and National Heritage in evaluating government programs in the field of culture and heritage protection, particularly in ensuring optimal conditions for artistic education through the modernization and expansion of infrastructure at art schools and universities. He is a member of the Program Council of the International Poster Biennale in Warsaw, Deputy Chairman of the Friends of the Academy of Fine Arts in Warsaw Association, and a laureate of the SuperIKONA 2020 – the Special Award of the National Congress of Student Scientific Circles, granted for supporting the nationwide academic movement of students and doctoral candidates.

He has extensive experience in managing and administering public funds, including over a decade of practice in public procurement at various managerial levels. During his work in government administration, he participated in numerous audits regarding the proper use of public funds, including as head of control teams examining the expenditure of funds by the Agency for Restructuring and Modernisation of Agriculture (the largest paying agency in Europe). He has been a member of many expert teams and committees developing procedures for the implementation of EU-funded projects, public procurement, anti-corruption strategies, additional employment of public administration officials, conflict of interest resolution, issuing of permits and authorizations, and optimization of decision-making processes by public officials. He co-authored the Anti-Corruption Strategy of the Ministry of Agriculture and Rural Development (2008), the first comprehensive document for counteracting and combating corruption, which was implemented in a central government office. From 2008 to 2010, he co-authored a series of training programs entitled Implementation of the Anti-Corruption Strategy in the Practice of Public Law Entities, and served as an expert on a team appointed by the Chief of Police to develop solutions preventing corruption in the Police.

Recipient of the Gold Cross of Merit (2015) and holder of the Gold Honorary Badge of the Supreme Technical Organization (NOT), awarded in recognition of his contribution to restoring to society an important relic of Polish statehood – the restored Cadillac 355D, brought to Poland in 1935 for Marshal Józef Piłsudski (2014).
